Teachers Competency in Information and Communication Technology of Selected Secondary National High Schools of Nueva Ecija Philippines
The study was conducted to determine the ICT competency of teachers in the Congressional District II of Nueva Ecija. One hundred thirty one (131) teachers and four (4) school principals were sampled from the four schools namely: Constancio Padilla National High School, Doña Juana Chioco National High School, Muñoz National High School and Rizal National High School. There were two sets of questionnaires administered, one for the school principals and another for teacher-respondents. Results of the analysis revealed that 94 or 71.76 percent of the teacher-respondents were females and most of them were considered young teachers (84 or 64.12%) with a mean age of 36.20 years old. More than half (76 or 58.02%) of teacher-respondents were BS degree holders with MA/MS units and only few (10 or 7.63%) of them were Master’s degree holders. Most (83 or 63.36%) of the teachers were science related majors and nobody among the teacher-respondents finished Information Technology or other related ICT courses. The overall ICT competency of teachers is described to be Intermediate. The ICT competency of teachers in the two domains, Technology Operations and Concepts Domain and Social and Ethical Domain with a mean of 2.10 described as intermediate. On the other hand, the ICT competency of the teachers under the Pedagogical Domain and Professional Domain was described as Novice with overall means of 1.65 and 1.49, respectively. Results showed that the teacher factors were related to the perceived ICT competency of teachers, specifically age, educational attainment, length of service, number of years using computers, number of computer subjects, pre-service training, computer access of teachers in school, use of computer outside the school, e-mail address and web page of teachers. However, the ICT program of the school was not related to the perceived ICT competency of teachers. Keywords: Information and Communication Technology, Competency; Concept, Social, Ethical Domain.

The Effect of E-Government on Service Delivery A Case of Huduma Center One-Stop Nakuru County
The study examined the “effect of e-government on service delivery a case of Huduma center one stop shop Nakuru County”. The specific objectives of the study were to; establish the effect of E-citizen portal on service delivery, the effect of E-business portal on service delivery, the effect of E-visa portal on service delivery and the combined effect of E-citizen, E-business and E-visa portals on service delivery. The study adopted a descriptive research design. A sample of 384 respondents was selected using systematic random sampling. Regression analysis was used to test for hypotheses and correlation analysis used to show the relationship between independent and dependent variable. The study showed that there is a positive significant effect between E-citizen portal and service delivery, there is a positive significant effect between E-business portal and service delivery, a positive significant effect between E–visa portal and service delivery and a positive significant effect between the joint combined effect of e-government models i.e. Evisa, E-business and E-visa. The study therefore concluded that E-government models positively affects service delivery, the study recommends that the government needs to invest in E-government technology to a great extent.

The Higher Education Institutions in the Midst of Education for Sustainable Development (ESD) Challenge
The paper provided a clear representation of Higher Education Institutions (HEIs) status in responding to Education for Sustainable development (ESD) requirements. It gauged the HEIs level of green campus, culture, curriculum, research, and community extension index in relation to their operational typology, city classification, student population, and national rank. The paper adopted the descriptive design covering 31 HEIs in Negros Island. The green index instrument, document, and ocular surveys were employed to gather data pertinent to the study. The paper utilized mean, standard deviation, Mann Whitney U, Kruskal Wallis, point biserial correlation, and Spearman rank for the statistical treatment analyses of data. The HEIs achieved an over-all average index. Specifically, they showed a high index in the promotion of green culture, an average index in green campus, curriculum, and community areas, and a low index in the area of research. City classification caused a significant variation in the green curriculum index, student population in culture and research index, and national rank in the green campus index of HEIs. The HEIs green index was positively associated with student population, and national rank. The ardent desire of HEIs to take the path towards sustainable development requires them to wield further efforts to provide a clear sense of direction and performance expectation to realign all their actions and practices towards the promotion of green campus, culture, curriculum, research, and community extension. The adoption of intervention program resulting from this study is strongly recommended.

The Rungs of Transition of a State College into a Green Institution of Higher Learning
The State College under study envisions itself as a green institution demonstrating fervent commitment to ecological sustainability and exemplifying the ideal green practices through its campus life, physical operations, academic programs, research, and extension activities. In reference to the College green advocacy, the paper presents a chronicle of the framework and initiatives that constitute its transition and progression into an eco-friendly school. The nature of the investigation called for narrative case study and purposive selection of the participants. The paper utilized a document survey method to gather data related to the postulated questions. The inter-method triangulation using ocular survey and interview were set to purportedly corroborate the gathered evidence before proceeding to the methodical thematic analyses of data. Themes across the data sets were named and defined to form profound narrative and descriptive accounts of the topic. The ESD principle was entrenched with the College vision to provide the main groundwork of its desired transition. Laying the groundwork and building awareness, infusing the principles, establishing synergies, and indexing the status led to the concretization of the conceived transition. Nevertheless, the transition precedent did not reach impeccable realization for reasons ascribed to sporadic participation of College members, absence of feedback mechanism, and inadequacy of audit measures. The College, therefore, needs to contemplate on these lapses and oversights; and consequently, come up with more meticulous planning and implementation. Such activity shall target maximum participation, serious implementation of norms, meaningful evaluation, deeper internalization and working with and from the grassroots.

Evaluating Students Outcomes After Participation In Community Outreach Program At The Mamplasan Elementary School
This study examined and evaluated student’s outcomes after volunteering to teach the essentials of hygiene to Grade 6 elementary students at Mamplasan, Binan City. Research has demonstrated that students who engaged in community outreach program have achieved positive outcomes in attitudes toward self, school learning and social skills and achievement. Using content analysis the researcher scanned the entire reflections of thirty two students noting its meaningful unit, codes and themes using the inductive method. Results show that some themes identified in the outreach program are congruent with past service programs. Students affirmed that the outreach program advances their leadership skills, elevated their knowledge on the essentials of hygiene, and acknowledged the presence of beautiful moments in life. This was confirmed in the theme, “self-reported learning experience.” The six themes identified in the research could be catalogue into two major groups. The themes, “rewarding experience” and “self-reported learning experience” These two themes emphasize the internal benefits that the accountancy students experienced in the volunteer project. themes, “Ability to help others,” and “realization of community needs” could refer to the external effect of the outreach program. They see themselves are placing greater importance to pro social values such as helping others in difficulty, engaging the community, and giving charitably to others.

Narratives of Experiences: Challenges of Parents of Children with Autism Spectrum Disorder (ASD)
Having a child with Autism Spectrum Disorder (ASD) is a challenge to many parents. Thus, this study explored the narratives of experience of parents of children with Autism Spectrum Disorder (ASD) in Bacolod City, Negros Occidental, Philippines. Difficulties and challenges the participants have encountered as parents of children with ASD and the strategies and techniques they have employed in handling and raising their children were also answered. Qualitative study, specifically phenomenological approach, was used in this study. Participants of the study were the five parents of children with ASD selected purposively. Personal information of the respondents was kept confidential and ethical standards were observed. Different themes emerged from the data generated through interviews using a semistructured questionnaire. Although all of the children had a confirmed diagnosis of ASD, different developmental difficulties existed. Among the major challenges met by the parents were child’s noncompliance and short attention span. Children with Autism Spectrum Disorder have difficulty in school and in doing schoolwork. Insights of the participants revealed that continual stress, the need for constant supervision and worry about their children’s future were experienced by the participants. Reward system is the most useful technique they have used in dealing with children with ASD.
